Bat-Hombre aside, I think a vigilante comic set in Mexico, or even straddling the US/Mexican border, is a pretty worthwhile idea. It'd be an interesting device to generate cross-cultural awareness, and explore the relationship between the two sides of American culture, North and South of the Rio Grande. Why don't you just forget Bat-Hombre and cook up your own Hero Mexicano.
